A longer recording from a single camera shows Mamdani standing solemnly while victims’ names are read. Ocasio-Cortez then approaches him, touches his elbow, and the two exchange smiles before sharing a quick embrace. They speak briefly, and Mamdani hugs the congresswoman again.

Afterward, they remain beside one another as the memorial continues. Both applaud after remarks from the daughter of a police officer who died on September 11.

The ceremony is among New York City’s most solemn annual events. Michael Ragusa, who previously led security for Rudy Giuliani when Giuliani was mayor during the attacks, said he stood next to Mamdani and Ocasio-Cortez throughout the ceremony. He rejected the claim that the pair had been laughing at an inappropriate moment.

“The camera just caught her greeting him hello. Multiple other politicians were laughing and joking behind me. Republicans and Democrats,” Ragusa wrote on X.

Criticism spreads online

Some Republicans nevertheless condemned the short clip. Texas Sen. Ted Cruz reposted it on X and questioned how anyone could laugh while the names of people murdered on 9/11 were being read.

Meghan McCain, a conservative television personality and the daughter of the late Republican Sen. John McCain, also criticized the interaction in a post on X.

Former Democratic New York State Assemblymember Yuh-Line Niou called those attacks on Mamdani and Ocasio-Cortez “ridiculous talking points.” Niou said she has attended the Ground Zero commemoration every year for the past decade and stressed that grief at the ceremony does not take only one form.

“My friends and neighbors are not crying for 6 hours straight,” Niou wrote.

She said people greet and embrace one another, and sometimes laugh at memories and jokes shared by families remembering loved ones. Niou also said that many politicians do not remain for the entire event, while Mamdani stayed for every name and spent 45 minutes afterward speaking with families. Ocasio-Cortez stayed through the end of the ceremony as well, she wrote.

The dispute illustrates how a few seconds of footage can take on a different meaning once removed from its setting. Memorial events often include formal tributes alongside private greetings, conversations and emotional exchanges among attendees. The longer video showed the greeting as a brief interruption in an otherwise solemn period of remembrance.

Mamdani and Giuliani Exchange Pleasantries

The ceremony also produced another moment that drew attention across political lines. Before the program began, Mamdani walked over to Giuliani and shook his hand.

The encounter came days after Giuliani had compared Mamdani to the September 11 hijackers and said Mamdani’s presence at the memorial would be offensive. The handshake was therefore seen by some observers as a notable display of restraint amid weeks of sharp rhetoric surrounding Mamdani’s attendance.

Mamdani is New York City’s first Muslim mayor. His participation in the anniversary observance had already become a partisan flashpoint before Friday’s gathering.

Staff members for the mayor said Mamdani and Giuliani exchanged pleasantries. Giuliani told Mamdani that serving as mayor is difficult, aides said. A Giuliani aide said the former mayor also told Mamdani that he was praying for him.

After the event, Mamdani did not elaborate on the private conversation. Instead, he directed attention to the people the ceremony was meant to honor.

“He came over and we both extended our hands and exchanged pleasantries,” Mamdani said.

“I think the focus for all of us is a focus on the families, a focus on first responders and to be here and hear the names of all those who were stolen from us 25 years ago and how the families have persevered through that time. I am truly in awe of all that these families have given us.”
