Plainclothes ICE agents left man partially handcuffed at Las Vegas airport after being confronted by onlookers, video shows
Passengers Intervene as ICE Agents Leave Man Partially Handcuffed at Las Vegas Terminal
Plainclothes ICE agents left man partially – On Monday, a tense scene unfolded at Harry Reid International Airport in Las Vegas when two Immigration and Customs Enforcement officers in plain clothes attempted to detain a traveler. According to both local police and federal authorities, the agents ultimately departed without fully completing the arrest, leaving the man partially restrained on the airport floor while bystanders watched.
What the Video Revealed
CNN obtained footage capturing the confrontation, showing a man wearing a light blue polo shirt shouting as officers pressed him toward the ground. His shoe had come off during the struggle, and his luggage was knocked aside. The two agents involved included a woman carrying a white crossbody bag, dressed in a hooded sweatshirt and face mask, alongside a male colleague in khaki trousers, a hooded sweatshirt, and a backpack.
As the agents worked to secure handcuffs, several travelers paused to observe. Video audio captures onlookers questioning the officers’ actions. A uniformed Transportation Security Administration employee then positioned himself between the agents and the detained man, establishing an informal boundary. “Back up, it’s law enforcement,” the TSA officer can be heard instructing. “Everyone back up.”
Plain clothes. No uniforms. No body cameras.
Agents Depart Without Explanation
Shortly after creating the perimeter, the ICE officers walked away, offering no words to either the TSA employee managing the crowd or the gathered bystanders. Some passengers briefly trailed the departing agents, seeking clarification about their identities. In additional footage, other travelers were recorded demanding action from the TSA agent regarding the situation.
Las Vegas police reported that the agents had tried to detain the individual but ultimately abandoned the arrest. Officers removed the handcuffs from the man’s wrist and contacted ICE after a records check revealed no active warrants. The Department of Homeland Security explained that federal agents halted the arrest to “de-escalate the situation and for officer safety” after a “crowd of anti-ICE agitators surrounded officers.”
Who Is Phu Nguyen?
The man at the center of the incident is Phu Nguyen, a 57-year-old Australian citizen originally from Vietnam. According to DHS records, Nguyen was taken into custody the following day at Los Angeles International Airport. The agency noted that while Nguyen possessed a visa valid for two years, it had expired back in 2015.
Nguyen refused to depart in violation of our nation’s laws. He will receive full due process and remain in ICE custody pending the outcome of his removal proceedings.
Agency records indicate Nguyen is currently being held at the Adelanto ICE Processing Center. CNN is working to confirm whether he has secured legal representation.
Passenger Perspective
Julian Vasquez Heilig, a passenger waiting to board a flight at the Las Vegas airport, witnessed the entire incident and later conversed with Nguyen during their shared journey to Los Angeles. “I thought that he was going to leave on the stretcher because it looked like he had pretty significant injuries, but he didn’t leave on a stretcher,” Vasquez Heilig told CNN.
The two exchanged words while seated in the exit row as Nguyen made his way to his assigned seat. “He said he thought he was going to be OK, but my worry was that when he got off the plane, that ICE would grab him up,” Vasquez Heilig recalled.
Reflecting on the terminal confrontation, Vasquez Heilig noted that a group of Black women were among the first to step forward and assist Nguyen, requesting that the plainclothes ICE agents identify themselves. “If you’re a human and you see something like that happen and you’re a person of courage, you run towards the danger,” he said, emphasizing that this is precisely what occurred in the terminal on Monday.
Broader Context and Reactions
The incident occurred during a period of intensified scrutiny of immigration enforcement operations, with multiple fatal encounters involving agents this year prompting public questions about who is being targeted. President Donald Trump has stated that the nationwide federal immigration enforcement initiative seeks to remove dangerous criminals from the country.
The Clark County Department of Aviation, which operates the Las Vegas airport, acknowledged the public concern in a statement: “We recognize that incidents such as this may raise questions and concerns among the traveling public. We work closely with our federal law enforcement partners to support the safe and secure operation of the airport.”
Nevada Senator Jacky Rosen, a Democrat, publicly criticized the ICE agents’ conduct on X and called for detailed answers about the incident. CNN has contacted the TSA for additional comment regarding the matter.
