The announcement came on Saturday, marking Norman’s formal entry into what promises to be a competitive special election race.
In a statement released to the public, Norman expressed his commitment to continuing the work that Graham had championed throughout his career. “For years, Senator Lindsey Graham fought hard to save America and defend South Carolina,” Norman stated. He further emphasized the timing of his candidacy, noting that “President (Donald) Trump needs another proven America First conservative in the US Senate to deliver on those America First priorities.”
Norman’s Vision for Legislative Priorities
During an interview with Fox News on Saturday, Norman outlined his priorities should he win the Senate seat. He described himself as being “laser focused” on advancing President Trump’s legislative program, with particular attention to the SAVE America Act. This comprehensive legislation aims to transform the American electoral system through sweeping reforms.
Another significant goal Norman highlighted involves changing Senate procedures. He expressed his intention to help “nuke” the filibuster, a procedural mechanism that currently requires 60 votes to pass most legislation. This change, which Trump has publicly supported, would enable Republicans to pass bills with simple majority votes if they maintain control of the chamber following the November general election.
The Vacancy and Appointment Process
The Senate seat became vacant following Graham’s death last Saturday. According to preliminary findings from the medical examiner, Graham succumbed to a tear in his artery. In response to the vacancy, South Carolina Governor Henry McMaster appointed Graham’s younger sister, Darline, to serve the remainder of her brother’s term, which concludes in January.
South Carolina voters will participate in a special primary election next month to select the Republican nominee for the November general election. President Trump took an active role in the process, publicly urging Darline Graham to enter the special primary and pledging his endorsement of her candidacy. However, the 62-year-old has not yet made a formal announcement regarding her intentions.
Norman’s Relationship with Trump and Other Candidates
Norman revealed that he had previously sought Trump’s backing for his Senate bid but was unsuccessful. Despite the president’s decision to endorse Darline Graham, Norman remained undeterred in his campaign plans. “I wanted (Trump’s) blessing to run and get his support,” Norman explained. “He decided to go with Darline, who’s a nice person, and he decided to go with her. And so I respect that.” He added, “But it doesn’t deter my plans. I’m in this to win.”
Before making his candidacy official, Norman received endorsements from Florida Senator Rick Scott and Utah Senator Mike Lee. These endorsements from established Republican senators provide Norman with valuable political support as he enters the race.
Norman’s Political Background and Previous Campaigns
A prominent member of the House Freedom Caucus, Norman has represented South Carolina’s 5th District since 2017. He had previously been widely considered as potentially challenging Lindsey Graham in the GOP primary. More recently, Norman participated in South Carolina’s gubernatorial primary last month, where he finished third and failed to advance to the runoff.
While Norman is known as a strong defender of Trump, his advocacy for fiscal restraint has occasionally created tensions with Republican leadership and the White House. Notably, the congressman did not support Trump during the 2024 presidential election, instead initially backing fellow South Carolinian and former United Nations Ambassador Nikki Haley.
Other Potential Candidates for the Senate Seat
Mark Lynch, a businessman who previously challenged Lindsey Graham in the Republican primary for the Senate earlier this year, is the only other person to have officially announced his candidacy for the seat. However, several other potential candidates have been mentioned as possibilities.
South Carolina Lieutenant Governor Pamela Evette and Representative Nancy Mace are both being considered as potential candidates. Both women lost in the state’s GOP gubernatorial primary this year, but their political experience makes them viable options for the Senate race. Additionally, Representative Russell Fry hinted at a possible run on Saturday, stating in a social media post that he has a “big decision to make soon.”
The filing period for the Republican special primary begins on July 21 and concludes on July 28, setting the stage for what promises to be an exciting and competitive race for the Senate seat.
